Meaning
X is not as ~ as Y. Both X and Y are similar in degree, but when compared, X is slightly less than Y.
Note
A primary way to express negative comparison in Japanese. While '〜より' can express both positive and negative comparison, '〜ほど〜ない' specifically emphasizes that the subject has a lower degree than the reference point.

今日は昨日ほど暑くない。
Today is not as hot as yesterday.
公園は前ほど賑やかではない。
