Meaning
Whether or not / if. Indirect question - an expression used to embed a question within a sentence without using an interrogative word.
Note
Used to embed a yes/no question into a larger sentence. If the embedded question contains an interrogative word (like 'what', 'who', 'where'), use only '〜か' instead of '〜かどうか'.

明日、雨が降るかどうか分かりません。
I don't know whether it will rain tomorrow or not.
