Meaning
Used to describe the desires or wants of a third person. 'Tagaru' is used for actions, and 'garu' is used for wanting things.
Note
Unlike 'tai' which is used for the speaker's own desires, 'tagaru' describes the desires of a third person based on their outward behavior.

子供は何でも自分でしたがる。
Children want to do everything by themselves.
彼は何でも知りたがる性格だ。
He has a personality that wants to know everything.
犬が外に出たがっている。
The dog wants to go outside.
最近の若者は、結婚したがらないと言われている。
It is said that young people these days don't want to get married.
