Meaning
Used to express that an action or state is acceptable, even if it might not be ideal. It conveys permission or allowance.
Note
More formal and stiff than 〜てもいい. It is often used when granting permission or expressing that something is not a concern.

ここでタバコを吸っても構いません。
It's okay to smoke here.
明日、来られなくても構わないよ。
It doesn't matter if you can't come tomorrow.
