Meaning
A hearsay expression used when you've heard something and want to avoid making a definitive statement. It can be used with or without 'de' at the end.

A hearsay expression used when you've heard something but want to remain tentative or avoid making a definitive statement. Often used at the end of a sentence or followed by 'de' to give a reason based on hearsay.
Examples
明日から雨が降るとか。傘を持って行ったほうがいいよ。
I heard something to the effect that it will rain from tomorrow. It's better to take an umbrella.
彼は最近、新しい仕事を始めたとかで、とても忙しそうだ。
I heard he started a new job recently, and he seems very busy because of that.
あの店の料理はとてもおいしいとか。今度一緒に行ってみない？
I heard the food at that restaurant is very delicious. Why don't we go there together sometime?
この辺りは昔、海だったとか。信じられないね。
