To wet, moisten, or dampen something (transitive) — to make something wet intentionally (clothes, cloth, brush, etc.).
タオルを濡らして、顔を拭いた。

I covered my bag with plastic so it wouldn't get wet in the rain.
絵を描く前に筆先を少し濡らしておくと発色が良くなる。
